भारतीय संविधान के अनुच्छेद 243-एस (243S) के अनुसार, तीन लाख या उससे अधिक की जनसंख्या वाली नगरपालिकाओं या उनके प्रादेशिक क्षेत्र के भीतर एक या एक से अधिक वार्डों को मिलाकर 'वार्ड समितियों' (Ward Committees) का गठन किया जाना अनिवार्य है।
