इसे तैयार करने का वैधानिक प्रावधान करने के लिए वर्ष 2003 में 'नागरिकता (भारत से बाहर रहने वाले नागरिकों का पंजीकरण और राष्ट्रीय पहचान पत्र जारी करना) नियम, 2003' के तहत नागरिकता नियमों में संशोधन किया गया था। नागरिकता अधिनियम, 1955 की धारा 14A के अंतर्गत यह प्रावधान जोड़ा गया।
