राज्यसभा की शक्ति: अनुच्छेद 312 के तहत राज्यसभा को यह विशेष अधिकार प्राप्त है कि वह उपस्थित और मतदान करने वाले सदस्यों के कम से कम दो-तिहाई बहुमत से एक प्रस्ताव पारित कर नई अखिल भारतीय सेवा (All India Services) के सृजन की सिफारिश कर सकती है।
