भारतीय राज्यों एवं परमोच्च शक्ति (ब्रिटिश सरकार) के बीच संबंधों का वर्णन बटलर समिति की रिपोर्ट में किया गया था।
बटलर समिति का गठन: वर्ष 1927 में 'इंडियन स्टेट्स कमेटी' (Indian States Committee) का गठन किया गया था, जिसके अध्यक्ष हरकोर्ट बटलर (Harcourt Butler) थे।
उद्देश्य: इस समिति का मुख्य कार्य ब्रिटिश भारत की सर्वोच्च सत्ता (Paramount Power) और रियासतों (Princely States) के बीच संबंधों की जांच करना और उनमें सुधार के लिए सुझाव देना था।
प्रमुख बिंदु: बटलर समिति ने अपनी रिपोर्ट में स्पष्ट किया कि सर्वोच्च शक्ति का अधिकार सुरक्षित रहना चाहिए और रियासतों के साथ ब्रिटिश सरकार के संबंध संधियों पर आधारित होने के साथ-साथ समय की मांग के अनुसार परिवर्तित हो सकते हैं।
