इसकी शुरुआत 1960 के दशक के अंत में (आधिकारिक तौर पर 1969-70 में पूर्ण रूप से) की गई थी ताकि जन्म दर (Birth Rate), मृत्यु दर (Death Rate) और शिशु मृत्यु दर (Infant Mortality Rate) के नियमित और विश्वसनीय आंकड़े राष्ट्रीय व राज्य स्तर पर उपलब्ध कराए जा सकें।
