भारत में पंचायती राज संस्थाओं के लिए दो-स्तरीय प्रणाली (Two-Tier System) की सिफारिश अशोक मेहता समिति ने की थी।
मुख्य बिंदु:
अशोक मेहता समिति का गठन दिसंबर 1977 में किया गया था और इसने अगस्त 1978 में अपनी रिपोर्ट सौंपी थी।
इस समिति ने बलवंत राय मेहता समिति की त्रि-स्तरीय प्रणाली को खारिज करते हुए दो-स्तरीय प्रणाली का सुझाव दिया था:
जिला स्तर पर: जिला परिषद
मंडल स्तर पर: मंडल पंचायत (कई गाँवों का समूह)
इसके अलावा, बलवंत राय मेहता समिति ने त्रि-स्तरीय (ग्राम, खंड और जिला) प्रणाली की सिफारिश की थी।
