मुसलमानों के लिए पृथक निर्वाचन मंडल की शुरुआत:
सांप्रदायिक प्रतिनिधित्व: ब्रिटिश भारत में मुसलमानों के लिए 'पृथक निर्वाचन मंडल' (Separate Electorates) की शुरुआत भारतीय परिषद अधिनियम 1909 (जिसे मॉर्ले-मिंटो सुधार भी कहा जाता है) के अंतर्गत की गई थी।
कानूनी प्रावधान: इस व्यवस्था के तहत मुस्लिम मतदाताओं द्वारा केवल मुस्लिम उम्मीदवारों के ही चुनाव का प्रावधान किया गया, जिसने आगे चलकर भारत में सांप्रदायिक राजनीति की नींव को मजबूत किया।
