भारतीय संविधान के प्रावधानों के अनुसार, कोई भी धन विधेयक (Money Bill) केवल राज्य की विधानसभा (निम्न सदन) में ही प्रस्तुत किया जा सकता है, विधान परिषद (उच्च सदन) में नहीं।
विधान परिषद को धन विधेयक के मामले में बहुत सीमित और कमजोर शक्तियां प्राप्त हैं। इसे विधान परिषद में प्रारंभ (पेश) नहीं किया जा सकता है।
विधान परिषद इस विधेयक को न तो अस्वीकार कर सकती है और न ही इसमें कोई संशोधन कर सकती है, वह केवल अपनी सिफारिशें दे सकती है।
