शहरी निकायों का गठन: जिस प्रकार 73वां संशोधन ग्रामीण स्थानीय स्वशासन (पंचायतों) से संबंधित है, उसी प्रकार वर्ष 1992 का 74वां संविधान संशोधन अधिनियम शहरी स्थानीय निकायों (नगरपालिकाओं) को संवैधानिक दर्जा देने के लिए लाया गया था।
