लोकूज़ स्टैंडी (Locus Standi) में छूट: इससे पहले केवल वही व्यक्ति अदालत जा सकता था जिसके अधिकारों का हनन हुआ हो। पी.आई.एल. की शुरुआत के बाद समाज के किसी भी जागरूक व्यक्ति या संस्था द्वारा गरीबों, वंचितों और पीड़ितों के अधिकारों के लिए अदालत में याचिका दायर करने का मार्ग प्रशस्त हुआ।
महत्वपूर्ण मामले: हुसैनारा खातून बनाम बिहार राज्य (1979) जैसे मामलों में इस नई प्रक्रिया का उपयोग करके विचाराधीन कैदियों को न्याय दिलाया गया।
