निर्णायक मत का अधिकार: भारतीय संसद में किसी विशेष मुद्दे या विधेयक पर जब पक्ष और विपक्ष दोनों तरफ से बराबर वोट (Tie) पड़ जाते हैं, तो उस स्थिति में सदन में गतिरोध को समाप्त करने के लिए निर्णायक मत देने का अधिकार सदन के पीठासीन अधिकारी के पास होता है।
लोकसभा अध्यक्ष की भूमिका: लोकसभा में ऐसी स्थिति आने पर लोकसभा अध्यक्ष (Speaker) अपना निर्णायक मत (Casting Vote) देते हैं। इसी प्रकार राज्यसभा में सभापति (उपराष्ट्रपति) यह मत देते हैं।
तटस्थता का नियम: सामान्यतः पीठासीन अधिकारी पहले मत का प्रयोग नहीं करते हैं, लेकिन मतों की संख्या बराबर होने पर वे संसदीय व्यवस्था को आगे बढ़ाने और निर्णय लेने के लिए अपने विशेष निर्णायक मत का उपयोग करते हैं।
