संविधान के अनुच्छेद 368 के अंतर्गत 'संविधान संशोधन विधेयक' को संसद के दोनों सदनों (लोकसभा और राज्यसभा) द्वारा अलग-अलग विशेष बहुमत (अर्थात उपस्थित और मतदान करने वाले सदस्यों का दो-तिहाई बहुमत तथा सदन की कुल कुल सदस्य संख्या का बहुमत) से पारित किया जाना अनिवार्य होता है। इसमें संयुक्त बैठक (Joint Sitting) का कोई प्रावधान नहीं है।
मुख्य बिंदु:
संविधान संशोधन विधेयक संसद के दोनों सदनों से अलग-अलग पारित होना आवश्यक है।
इसके लिए प्रत्येक सदन में विशेष बहुमत की आवश्यकता होती है।
इस प्रकार के विधेयकों पर गतिरोध की स्थिति में संयुक्त बैठक बुलाने का प्रावधान नहीं है।
