भारतीय संसद में संविधान संशोधन विधेयक को पारित करने के लिए विशेष बहुमत (Special Majority) की आवश्यकता होती है।
मुख्य बिंदु:
विशेष बहुमत का अर्थ: संविधान के अनुच्छेद 368 के तहत संविधान संशोधन विधेयक को संसद के दोनों सदनों (लोकसभा और राज्यसभा) में अलग-अलग विशेष बहुमत से पारित कराना अनिवार्य होता है। इसमें सदन की कुल कुल सदस्य संख्या का बहुमत और उपस्थित तथा मतदान करने वाले सदस्यों का कम से कम दो-तिहाई (2/3) बहुमत शामिल है।
साधारण विधेयक: इसे संसद के दोनों सदनों में साधारण बहुमत (उपस्थित और मतदान करने वाले सदस्यों का 50% से अधिक) द्वारा पारित किया जाता है।
धन विधेयक और वित्त विधेयक: धन विधेयक (अनुच्छेद
- 110) को केवल लोकसभा में पेश किया जाता है और इसके लिए भी साधारण बहुमत की आवश्यकता होती है।
