भारतीय संविधान के अनुच्छेद 109 में धन विधेयकों (Money Bills) के संबंध में विशेष प्रक्रिया निर्धारित की गई है।
लोकसभा की सर्वोच्चता: धन विधेयक केवल लोकसभा में ही प्रस्तुत किए जा सकते हैं, राज्यसभा में नहीं।
राज्यसभा की सीमित शक्तियां: लोकसभा द्वारा पारित होने के बाद धन विधेयक को राज्यसभा में भेजा जाता है। राज्यसभा के पास इसे अस्वीकार करने या इसमें संशोधन करने की शक्ति नहीं होती है।
समय सीमा: राज्यसभा को धन विधेयक पर अधिकतम 14 दिनों के भीतर अपनी सिफारिशों के साथ लोकसभा को वापस लौटना होता है। यदि राज्यसभा ऐसा नहीं करती है, तो उस विधेयक को निर्धारित अवधि समाप्त होने पर दोनों सदनों द्वारा उसी रूप में पारित मान लिया जाता है जिस रूप में वह लोकसभा द्वारा पारित किया गया था।
