पंचायतों में आरक्षण का प्रावधान
भारतीय संविधान के अनुच्छेद 243D के तहत पंचायतों के सभी स्तरों पर अनुसूचित जातियों (SCs) और अनुसूचित जनजातियों (STs) के लिए आरक्षण का प्रावधान किया गया है।
मुख्य बिंदु:
सीटों का आरक्षण: पंचायतों में एससी और एसटी के लिए आरक्षित सीटों की संख्या, उस पंचायत क्षेत्र में कुल आबादी के अनुपात में होती है।
महिलाओं के लिए आरक्षण: इसी अनुच्छेद में यह भी प्रावधान किया गया है कि एससी और एसटी के लिए आरक्षित कुल सीटों में से कम से कम एक-तिहाई (33%) सीटें महिलाओं के लिए आरक्षित होंगी। इसके अलावा, कुल सीटों की कुल संख्या का कम से कम एक-तिहाई हिस्सा भी महिलाओं के लिए आरक्षित होना अनिवार्य है।
अध्यक्ष पदों पर आरक्षण: पंचायतों के विभिन्न स्तरों (ग्राम, मध्यवर्ती और जिला) पर अध्यक्षों के पदों पर भी एससी, एसटी और महिलाओं के लिए आरक्षण का प्रावधान इसी अनुच्छेद के अंतर्गत किया जाता है।
