इस अनुच्छेद के अनुसार, पंचायतों के सभी स्तरों पर कुल उपलब्ध सीटों में से कम से कम एक-तिहाई (33 प्रतिशत या उससे अधिक, राज्यों द्वारा कानून बनाकर इसे बढ़ाया भी जा सकता है) सीटें महिलाओं के लिए आरक्षित होंगी।
यह प्रावधान महिलाओं को जमीनी स्तर पर राजनीतिक भागीदारी और निर्णय लेने की प्रक्रिया में सशक्त बनाने के लिए किया गया है।
इसी अनुच्छेद में अनुसूचित जातियों (SC) और अनुसूचित जनजातियों (ST) के लिए भी उनकी जनसंख्या के अनुपात में सीटों के आरक्षण का प्रावधान है।
