Read the following passage and answer the question based on it: The mounting reality of climate migration represents a deep and vexing challenge to confront the ethical and planning paradigms of global society. As melting polar ice, desertification, and violent weather patterns make large areas uninhabitable, millions are already being forced off their land, in the process creating a new generation of forced migrants who now have no official legal status as 'climate refugees.' The issue now is no longer whether this will occur, but how countries ought to act together and fairly. A thorough solution calls for a multi-faceted strategy: first, the creation of new international humanitarian and legal protocols to acknowledge and safeguard climate migrants and shift away from the present, limited definition of refugees. Second, it requires proactive, not reactive, policy, such as the establishment of legal and safe channels of resettlement, strong humanitarian assistance for uprooted persons, and serious investment in building climate resilience among those who are likely to be vulnerable, so that they are not displaced in the first place. It puts in sharp relief the hard question of how the burden is to be shared. A strong case, based on the issue of climate justice, places the main burden on the industrialised world. They have been the biggest per-capita producers of greenhouse gases throughout history, something that is directly associated with the scale of the climate crisis. Their prosperity was primarily developed through carbon-polluting industries, and those are the same conditions responsible for destroying the least-developed countries, which have contributed minimal input to the crisis. Hence, an ethical and equitable response requires that these industrialized countries take the lead with both financial and logistical assistance. They must be leading the line in supporting adaptation projects in developing nations and having the resources necessary for the resettlement and integration of climate migrants. The international community has to eventually realize that the responsibility of climate change is not equally shared, and an equitable solution must involve people who caused the problem taking the initiative to mitigate the most destructive humanitarian effects of the problem. According to the passage, what is the primary ethical dilemma posed by climate migration?
- 1How to prevent future climate change
- 2Whether climate change is a natural occurrence
- 3How the burden of climate migration should be shared✓
- 4Whether migrants should be allowed to resettle
