उद्देश्य: इस व्यवस्था का मुख्य उद्देश्य सत्ता का विकेंद्रीकरण करना और ग्रामीण क्षेत्रों के लोगों को स्थानीय शासन में भागीदार बनाना था ताकि जमीनी स्तर पर विकास कार्यों को गति मिल सके।
