In recent decades, educational policy has increasingly invoked inclusion as both an ethical imperative and a practical objective. Yet full inclusion remains elusive for students with sensory and physical disabilities, especially the visually impaired. In many regions, schools maintain separate streams—mainstream, special, and remedial—because infrastructural and pedagogical adaptations are perceived as costly or infeasible. While assistive technologies such as screen readers, refreshable braille displays, and tactile graphics promise to narrow the access gap, their deployment is uneven. Cost constraints, lack of trained personnel, and weak maintenance systems often mean that devices stagnate in cupboards or function suboptimally when needed most. Beyond hardware, curricular design remains a major obstacle. Textbooks and assessment methods are overwhelmingly visual in orientation: diagrams, charts, and time-bound written tests favour sighted learners. Attempts to adapt curricula have sometimes produced mere replicas—text converted into audio without pedagogical redesign—resulting in rote delivery that does not address comprehension or higher-order learning. Moreover, teachers frequently receive only cursory exposure to inclusive practices in pre-service training, leaving them unprepared to scaffold lessons for diverse learners. The result is that good intentions translate into ad hoc accommodations rather than systemic transformation. Social factors compound institutional weaknesses. Stigma—subtle and overt—pervades classrooms and communities: lowered expectations, overprotection, or conversely, tokenistic praise that isolates rather than integrates. Parents of children with disabilities often confront a Faustian bargain: accept segregated schooling for safer, specialised attention, or risk mainstream inclusion where neglect and low expectations may blunt their child's potential. Policy rhetoric that frames inclusion as a binary—either fully inclusive or nothing—overlooks hybrid models where specialised support is embedded within mainstream classrooms. Economic inequality also intersects with disability. Low-income families struggle to obtain basic mobility or reading aids; even when public provisions exist, the logistical cost of traveling to resource centres can be prohibitive. Urban centres concentrate resources, compounding a rural–urban divide in service availability. Ironically, the digital turn that promised democratization of learning sometimes exacerbates gaps: online platforms without accessible design lock out those who cannot navigate them, while accessible digital content lags behind mainstream production. Optimists argue that reframing education through universal design for learning (UDL) can dissolve many barriers. UDL advocates multiple means of representation, engagement, and expression so that varied learners access and demonstrate learning in different ways. Implementing UDL, however, requires long-term investment: teacher development, reworked assessment frameworks, accessible content pipelines, and community engagement. Critics counter that without parallel efforts to address poverty, healthcare, and transport, pedagogical reforms alone will fall short. The path forward lies neither in technological fetishism nor in symbolic policy proclamations, but in coordinated, context-sensitive strategies that marry assistive tools with human capital, curriculum redesign, and socio-economic support. Only then can inclusion move from slogan to lived reality for visually impaired and other disabled students. Which of the following best describes the overall tone of the passage?
