संविधान संशोधन: वर्ष 1992 का 73वां संविधान संशोधन अधिनियम भारत में पंचायती राज संस्थाओं को मजबूत करने के लिए लाया गया था।
स्तर: इस अधिनियम के माध्यम से देश भर में तीन स्तरों की व्यवस्था की गई:
ग्राम स्तर: ग्राम पंचायत
मध्यवर्ती स्तर: मंडल या ब्लॉक पंचायत (पंचायत समिति)
जिला स्तर: जिला पंचायत (जिला परिषद)
अपवाद: जिन राज्यों की जनसंख्या 20 लाख से कम है, उन्हें मध्यवर्ती स्तर का गठन न करने की छूट दी गई है।
